The Maritime Collectivity (Bıễnchung) is the name for a division of the Grand Yarphese Republic consisting of "all water or islands less than 1 km2 within 370.4 km (200 nm) of the mainland or an island larger than 1 km2, excluding settled islands part of an urban area, or" as defined by the Yarphese constitution. However, the collectivity is sligthly larger in an area of the South China Sea and smaller where it conflicts with other countries' EEZs. Most of the collectivity is under territorial status meaning foreign ships are denied ability to pass through the waters without permission. The permanent population is estimated around 4,000.
Administration[]
The collectivity is administered as a single entity from Khuâyđầy Platform. The capital regulates fishing, sea wildlife, drilling, and testing over the water. Those living on the water or on small islands who are under the jurisdiction of the collectivity are allowed to elect community leaders when the population exceeds 140. That area would be grandted the status of "municipality" (tànphố tựtrị) administered directly from Khuâyđầy Platform. Occasionally the collectivity will be divided into "seas" (biên) by resources and ecoregions. These divisions are not actual divisions, but they assist service workers to quickly deal with business ventures.
Demographics[]
The main inhabitants of the area are people who live in boats, sometimes referred to as the sea gypsies. A main group among these is the Moklen people. There is also a minority of people who live on tiny islands. However, these only make up a small minority. In general, the area is sparsely populated, and tends to crowd around medium-sized islands. The most densely populated area is off the coast of Provinces 38 and 39.
Settlement has been proposed of the collectivity by the means of floating cities. The first is to be known as Lautàn, from the Cham word for "ocean." It is to be located 42 km off the mouth of the Tranđề River. The design is expected to be complete by September 2011.
